I am to forward herewith a copy of two memoranda of instructions ("X" and "Y" of T.D. 2014/40) as to the evacuation of shipping from Dutch and Belgian ports and the reception of refugees in the United Kingdom in the event of an emergency.
Except where specially indicated instructions in this matter supersede those in Admiralty letter N.L/T.D.61/40
of 26th January, 1940.

In view of possible emberkation of active enemy agents in refugee ships arrangements made in the reception anchorages should include immediate search of ships particularly small coasters for offensive equipment, and prevention of unauthorised movement of any ship from the anchorage.
Sporadic Landings may be attempted at many points on the coast. In such cases Customs assume res onsibility for seizure and detention of vessels. Ministry of Health and
Immigration Department of Home Office in conjunction with
Home Security Department take control of passengers and crew. Customs, Home Office, and H.I.5. are being supplied with addresses and telephone numbers of Flag Officers in
Lox well
