Captain William Raigersfeld Phillimore, R.N. (Retd.).
Throughout the operation this officer was in sole charge of the Base Organisation at Ramsgate and
Margate which quickly assumed very large proportions.
He worked ceaselessly day and night and his foresight, coupled with excellent powers of judgment, enabled small craft to be brought rapidly into service and mtaintained throughout, thus enabling a large number of troops to be successfully evacuated from the beaches in small craft which had a direct bearing on the enterprise as a whole. His leadership and example were an inspiration to all.

For outstanding zeal and devotion to duty while in charge of all small craft taking part in the operation from Ramsgate. This officer, lent from
Admiralty Small Vessels Pool, took charge of and directed all small craft - rowing boats, cutters, whalers, barges and motor-boats. He spent consistently long hours at the East Pier throughout, coping successfully with as mixed a collection of craft as were ever gathered together.

For outstanding zeal and devotion to duty in carrying out the functions of my office during a trying week, remaining on duty consistently long hours throughout. He produced personally all operational orders and sailing orders for a vast number of craft, and improvised maps of Dunkirk Harbour Quays, which he reproduced on the duplicator and issued to the vessels taking part.

Throughout the operation Commander F. J. Walker, as my Staff Officer (Operations) acted with outstanding zeal, energy and devotion to duty. This officer's foresight, good judgment, well-balanced mind and powers of organisation were invaluable in controlling the movements, fuelling and ammunitioning of some 38
Destroyers. His untiring efforts contributed largely to the success of the operation.

As Maintenance and Administrative Commander on my
Staff, this officer worked with tireless energy and zeal day and night throughout the operation. Additional calls for officers and men for beach parties, pier parties, armed guards, and naval parties for personnel ships were dealt with and met by him instantly. His clear sighted organisation contributed materially to the sucdess of the enterprise. His handling of the many difficulties in connection with the wounded, and casualties generally, left nothing to be desired.

Captain Lionel George Dawson, R.N. (Retd.).
As Captain of H.M.S. LYNX, this officer was entirely responsible for the organisation of the Base throughout the operation. The handling of the vastly increased number of officers and men, their accommodation, victualling, and distribution to the many and various units without any barrack facilities, reflects the greatest credit upon him, and his tireless efforts, determination and power of improvisation had a direct bearing on the success of the enterprise.

Lieutenant Commander William Canning Eykyn, R.N. (Retd.).
As Executive Officer of H.M.S. LYNX, this officer was responsible for the supervising of the vastly increased personnel passing through the Base during the operation. Officers and men for beach parties, pier parties, spare destroyers' crews, Naval officers and men for personnel ships, small craft, etc,, all had to be handled and dealt with. This officer was also concerned directly with the operational process of getting a number of ships and boats to sea. His leadership and personality were outstanding, and whilst eliminating sleep from his programme, his sense of humour and determination played an active part towards the success of the operation.

This officer was solely responsible for the organisation of the minesweeping vessels which took part in the operation. These ships not only evacuated troops from Dunkirk but also maintained routine sweeps under most difficult circumstances. By his cheerful leadership and tireless efforts, this officer was able to maintain his entire force at my disposal, and thereby contributed largely to the success of the enterprise.

For exceptional zeal and devotion to duty. This officer, as King's Harbour Master, had to control and berth large numbers of ships, transports, skoots, and small vessela, and direct their movements for the purposes of repairs, fuelling, coaling, etc. To do this Commander Lambert was almost continuously on duty day and night throughout the operation, and his untiring efforts contributed materially to the success of the enterprise.

This officer worked throughout the operation with exceptional and tireless energy and enthusiasm when in charge of repairs and making good damage caused to ships and boats. His skill as an Engineer Officer and intelligent improvisation and adaptability in all respects proved of inestimable value. His cheerful bearing and leadership during the long hours by day and night were an inspiration to all with whom he came in contact, and contributed largely to the success of the operation.

Navy. As these latter were for the time being under Naval discipline they would be given Naval decorations.
It may be relevant to mention that the total number of decorations awarded for the short action at Zeebrugge in the last
War was 222, or more than two months scale allowance for the whole seagoing Fleet today. The force employed was 82 Officers and
1698 Men, less than one tenth of that which saved the Armies from
Dunkirk.
I need not say that the Admiralty have no intention of lowering the standard for decorations in this war. It is in fact steadily rising.
