No. A14/0/1015/40, be pleased to lay before Their Lordships the accompanying additional lists of personnel recommended for
Decoration or Mention in Despatches for their services in
Operation "DYNAMO".

The ships concerned are:-
H.M.S. "BASILISK".
H.M.S. "VERITY".
H.M.S. "WAKEFUL".
H.M.S. "GRACIE FIELDS".
H.M.S. "PANGBOURNE".
H.M.S. "WAVERLEY".
In the case of H.M.S. "WAKEFUL" the recommendation is for one posthumous Mention, and is in addition to those previously forwarded; in all other cases no recommendations had been sent in previously as the requisite information was not available when the original lists were sent in. I am very anxious that the names mentioned should receive the awards recommended in order that the services of all the ships that took part in the operations should be properly and fairly recognised.

OPERATION "DYNAMO" - RECOMMENDATIONS OF PERSONNEL.
H.M.S. "BASILISK" - Commander Maxwell Richmond, O.B.E., R.N.
While embarking troops off La Panne on 1st June,
"BASILISK" was attecked by nine Junkers dive bombers. They approached from astern and dropped a pattern of 5 bombs each.
One bomb exploded at the after end of No. 3 boiler room on the port side, all engine room and boiler room personnel being killed. A number of bombs with delay action then exploded underneath the ship, flooding the after magazine and shell room; the upper deck and sides of the ship cracked right across in the vicinity of the mainmast,
An attempt to tow was made by a Belgian fishing smack
"Le jolie Mascotte" of Caen, under French colours, but shortly afterwards a further dive bombing attack caused the ship to settle and orders to abandon her had to be given.
"BASILISK" had only pom-poms, using belted ammunition, and 4.7" guns with 30 elevation, but a determined resistance was made and the guns fought to the last.
"BASILISK" had made two round trips, conveying 1,115 mon, and was sunk on her third on 1st June.
RECOMMENDATIONS.
OFFICERS:
Commander Maxwell Richmond. O.B.E., R.N.
This officer displayed great coolness and courage and, as was to be expected, his ship fought gallantly to the last.
His leadership in all circumstances, has been an example and inspiration to all.

Lieutenant Commander William George Boaks. R.N.
As first Lieutenant of the ship, this Officer set a fine example of leadership and cheerful courage in most adverse circumstances. A bomb from the first attack burst near him singeing his hair and eyebrows, but he carried on with his duties without a thought for himself. He concentrated on making ship as watertight as possible by stopping up leaks and placing collision mat, and in this he succeeded admirably. He also visited gun quarters and supply parties during action and kept them going. Later he provisioned and equipped the extra boats lying off and was largely responsible for enabling every man alive to get away safely when the ship sank.

Gunner (T) Ernest George Francis, R.N., (Retd.)
This officer was killed in action while controlling the pom-pom guns during the second attack. He had particularly interested himself in the training and fighting of these guns and displayed great zeal in maintaining their efficiency.
During the whole of his service in H.M.S. "BASILISK" Mr.
Francis showed quite exceptional ability and cheerfulness and contributed in no small measure to the fighting efficiency of the ship.
He died at the special post of danger which he had himself selected while controlling and encouraging his guns'
crews, and it was largely due to his efforts that the second attack was made abortive. He showed the greatest coolness, courage and tenacity of purpose under a rain of bombs and machine gun fire.

Able Seaman Alderson was gunlayer and Able Seaman
Mumford was the trainer at "B" gun. Commander Richmond reports that from personal observation their coolness and bearing were marvellous. Able Seaman Mumford particularly kept a smiling face and cheerful conversation which was most heartening to all. They fought their gun to the last although they knew the task was hopeless.

Able Seaman Horace Rawstron, R.N., O.N. J.106622.
Ordinary Seaman Thomas W. H. Hancock. R.N.V.R., O.N. BD/X1767.
These ratings were especially conspicuous for their cheerfulness and courage in adversity. Rawstron as captain of "A" gun also set an example of leadership to his crew.

H.M. S. "VERITY" - Lieutenant Commander Arthur Ronald Mawson Black.
While escorting two transports from Dover to Dunkirk on 27th May, H.M.S. "VERITY" and her convoy came under heavy shell fire from several shore batteries near Calais. One transport was hit and both then turned for home. "VERITY"
engaged the batteries and made smoke covering their retirement which was successfully carried out, though not without transports receiving further damage.
"VERITY" was also hit, incurring several casualties including her
Commanding Officer seriously wounded.
On 28th and 29th May the ship completed two round trips to Dunkirk, conveying 500 men.
RECOMMENDATIONS.
OFFICERS:
Lieutenant Commander Arthur Ronald Mawson Black, R.N.
Acted with great promptitude, coolness and determination in covering the withdrawal of the two transports.
Although severely wounded he remained at his post on the bridge of his ship until he lost consciousness.

Lieutenant Eric Lister Jones, R.N.
This officer, who was first Lieutenant of the ship showed cool leadership and a fine example whilst under shell fire for half an hour on 27th May.

Black was wounded and completed the successful withdrawal of two transports.
He subsequently commanded the ship during two trips to
Dunkirk in evacuating troops.

This man set an extremely good example under enemy fire and as Lewis Gunner he was instrumental in shooting down an enemy aircraft.

Warrant Engineer Harold James Tucker, R.N.
When the ship was damaged by a bomb on 29th May, he displayed courage and devotion to duty of a very high order in dealing personally with a burst auxiliary steam pipe.

He was unhappily killed soon afterwards when the ship was struck by a torpedo; practically the whole of his staff lost their lives at the same time.
His Captain reports that he had been outstanding throughout his service in the ship for his high zeal, efficiency and sense of duty and that he had brought his name previously to the notice of the Commander-in-Chief,
Western Approaches, for his conduct.

R.V.G. "GRACIE FIELDS - Tomporary Lieutenant Alfrod Clifford Weeks,
D.S.C., R.N.V.R.
(Awarded D.S.C. - London Gesotto 11th July, 1940).
S.M.O. "GRACIE FIELDS" was sunk during the night of
28th - 29th May as B. result of aircraft attack when returning from La Panno Beach with 700-800 troops on board.
The ship remained afloat for some time, being taken in tow by H.M.S. "PANGBOURNE", but she had to be abandoned in
B sinking position when noar T buoy.
RECOMMENDATIONS.

OPERATION "DYNAMO" - RECOMMENDATIONS OF PERSONNEL.
H.M.S. "PANGBOURNE" - Acting Commander Francis Douglas-Watson, R.N.
The ship left Harwich, and arrived at Dunkirk on the evening of 28th May; she returned t 0 Margate and disembarked
400 troops. On her second trip to Dunkirk she rescued the crew of the "CLAN MACALISTER". She was subjected to air attacks from 1645 to 1715 and from 1000 to 1900 (29th May);
the latter was particularly severe and caused some 24
casualties, including Belgian soldiers. On her way back she towed the badly damaged "GRACIE FIELDS", rescuing the latter's crew when she sank.
After undergoing temporary repairs to D.G. wiring and for splinter damage, "PANGBOURNE" completed one more round trip to Dunkirk and also brought in a number of soldiers transferred to her by 8. trawler.
In all she completed 3 round trips, bringing back 920
men.
RECOMMENDATIONS.

Commander Douglas-Watson displayed courage, resource and professional skill of a high order in dangerous and most

difficult conditions. The steadiness of the ship's company in the face of severe air attack and casualties was an eloquent tribute to his leadership and example.

Remained on the forecastle during the first bombing attack in charge of the capstan. When this was put out of
DSM
action and he was badly wounded in both arms, he stood by in an exposed position ready to slip the cable. Afterwards he continued to assist the repair parties although one arm was out of action.

Leading Seaman Alfred Reid, O.N. D/J13129.
As coxswain of the motor boat, Reid was of great assistance to the officer in charge of the boats on the beach.
He carried out all orders in prompt and seamanlike manner as well as acting on his own initiative when towing the various boat loads back to the ship.

Petty Officer William George Hoare, Q.N. P/J80058.
Continued fighting his gun although he was wounded very early in the attack. A later near miss severely wounded him and he was carried to shelter in the officers'
bathroom.
During the return trip to Dover his fortitude and courage was a magnificent example to the remainder of the ship's company, some of whom were undoubtedly suffering from shock and badly shaken. He was continually attended by volunteers who later repeated his remarks and Jokes when relieved.

M.S. "WAVERLEY" - Remporary Lieutenant Sydney Frederick Harmer-Elliot

At about 1500 on 29th May, having embarked about 600
troops off La Panne, and having regard to the danger of bombing attacks which were then taking place, H.M.S.
"WAVERLEY" proceeded towards Kwinte Buoy. At 1700 she was attacked by 12 Heinkel Bombers, a salvo entering the ship on the port quarter and passing through the bottom of the ship® The planes then machine-gunned the upper deck but a rapid fire was kept up by ship's 12 pdr. and Lewis guns, supplemented by rifle fire from the troops. It had been hoped to keep the ship going until some other ship was met with to which to transfer the troops, but at 1745 she sank rapidly by the stern. Between 300 and 400 troops were drowned, survivors being picked up by a French destroyer and our drifters.
RECOMMENDATIONS.

He displayed great courage, leadership, and coolness during the enemy attacks and subsequently doing all in his power to save his ship and the lives of those on board.

This man was conspicuous for his devotion to duty, courage and cheerfulness throughout the bombing attack and subsequently.

2.
Recommendations of Demolition Parties were dealt with direct between the Officers in charge of the Parties and
Admiralty. I was under the impression that the awards to the
Calais Party had already been considered and decided upon.
3.
The remaining officers and men (with the exception of
Commissioned Gunner (T) Dennis) were recommended for their services in Operation "Dynamo" - Surgeon Lieutenant Shutte and
Able Seaman Johnson were included in List "A" and the remainder in List "B".
4.
H.M.S. "Windsor" did very good service, transporting about 4,500 Troops from France and suffering slight damage and about 30 casualties as a result of air attacks.
There were not many outstanding cases of gallant conduct and the list submitted by the Commanding Officer contains more than the average number of names, but it is evident that the Ship's Company as a whole displayed exemplary conduct and devotion to duty.

In the London Gazette of 16th August, 1940, the
Captain and Surgeon Lieutenant Shutte, R.N.V.R. were mentioned in Despatches, and Able Seaman Johnson was awarded a Bar to his
D.S.M. Under the circumstances I submit for the consideration of Their Lordships that recognition of the general good service of the ship be acknowledged by the award of one or more decorations and mentions to men in the forthcoming half-yearly list, list. selection being made from those given in the accompanying

H.M. TRANSPORT "MONA'S QUEEN" - RECOMMENDATIONS FOR AWARDS.
With reference to Admiralty Letter C.W. (H. & A.) of 24th October,
1940, be pleased to lay before Their Lordships the following recommendations of personnel for good service in H.M. Transport "MONA'S QUEEN".
2.-
The S.S. "MONA'S QUEEN", under the command of Captain R. Duggan,
D.S.C., Master, was sent to Ostend on 16th May to evacuate refugees, the town at that time being frequently bombed and the population in a state of panic. She subsequently conveyed troops both to Boulogne and Calais and also evacuated troops from the former place, which at the time was being shelled and bombed. She also carried ammunition to Boulogne, discharging it with her own resources.
When evacuation from Dunkirk commenced, she made two trips, conveying 1312 troops, before being sunk by a mine at Dunkirk when heavy casualties were sustained.
3.-
Recommendations for Decoration.
(a)
Mr. Ernest Harry Ambler, Radio Officer.
This officer displayed great courage, coolness and efficiency, and assisted his Captain in every possible way in addition to carrying out his own specialised duties. He particularly distinguished himself at Dunkirk by making urgent visual signals having to do with the movements and safety of the ship, although he was in an entirely exposed position and under aircraft bombardment at the time.
(b)
Egerton Watterson, Boatswain.
A seaman of the very best type, cool and collected under enemy fire, who showed excellent qualities of courage and leadership. In particular, when the Captain had given directions for those on the Bridge to take cover and lie down,

H.M. TRANSPORT "MONA'S QUEEN" - RECOMMENDATIONS FOR AWARDS.
With reference to Admiralty Letter C.W. (H. & A.) of 24th October,
1940, be pleased to lay before Their Lordships the following recommendations of personnel for good service in H.M. Transport "MONA'S QUEEN".
2.-
The S.S. "MONA'S QUEEN", under the command of Captain R. Duggan,
D.S.C., Master, was sent to Ostend on 16th May to evacuate refugees, the town at that time being frequently bombed and the population in a state of panic. She subsequently conveyed troops both to Boulogne and Calais and also evacuated troops from the former place, which at the time was being shelled and bombed. She also carried ammunition to Boulogne, discharging it with her own resources.
When evacuation from Dunkirk commenced, she made two trips, conveying 1312 troops, before being sunk by a mine at Dunkirk when heavy casualties were sustained.

Recommendations for Decoration.
(a)
Mr. Ernest Harry Ambler, Radio Officer.
This officer displayed great courage, coolness and efficiency, and assisted his Captain in every possible way in addition to carrying out his own specialised duties. He particularly distinguished himself at Dunkirk by making urgent visual signals having to do with the movements and safety of the ship, although he was in an entirely exposed position and under aircraft bombardment at the time.
(b)
Egerton Watterson, Boatswain.
A seaman of the very best type, cool and collected under enemy fire, who showed excellent qualities of courage and leadership. In particular, when the Captain had given directions for those on the Bridge to take cover and lie down,

I experienced great difficulty in obtaining any reports or recommendations from Personnel Vessels generally and, with particular reference to the "MONA'S QUEEN", I attach correspondence with the Isle of Man Steam Packet Co., Ltd., in which I asked that the Master might furnish me with information, but which request was refused by the Directors of the Company.

If Their Lordships should wish to make further inquiries I should be glad to consider any recommendations with reference to the excellent services which were undoubtedly performed by that ship, and to submit names for consideration.

It appears that the mistake may have arisen out of the annoucement of Mention in Dispatches of C.P.O. Telegraphists Amos and
Boyce, of the H.M. Transport Monas Queen, this is a complete error, these two men did not at any time serve on the Monas Queen. I myself served on that ship from the commencement of the war until a few hours before she was sunk at Dunkirk. There were no R.N. ratings on board, and as far as in duties permitted (Radio Officer) I did the necessary signalling by Aldis my such ports, Boulogne Dunkirk, etc.

H.M.S. ANTHONY - Lieutenant Commander Norman Vivian Thew, R.N.
This ship completed 5 trips, doing very quick turn rounds and bringing back just on 3,000 troops from the beaches and Dunkirk. Large number of attacks from the air, but avoiding action was taken and no bombs hit the ship, although there were several near misses putting all compass, wireless and steering gear out of action and causing abnormal vibrations in the turbines.
Recommendations.
OFFICERS.
Lieutenant Commander Norman Vivian Thew, R.N.
Had been on the sick list and came back to the ship before being passed fit, and during the operation had to have 24 hours stand off. Whilst in the ship, showed great initiative and determination in face of a number of bombing attacks, and by his able seamanship prevented ship from being severely damaged.
Recommended for mention.
Lieutenant Ronald de Leighton Brook, R.N.
Was First Lieutenant of the ship, and during trips to Dunkirk was in command. During that period, took off 1,160 troops from the beaches. Throughout this time he showed great initiative and determination. He also showed great seamanlike qualities in getting troops off the beaches and proceeding into Dunkirk during a very difficult period, due to wrecks and bombing attacks.

H.M.S. CODRINGTON. - Captain George Frederick Stevens-Guille.D.S.O.
O.B.E., R.N. (Decorated for this operation in London Gazette 7/6/40).
During the period 28th May - 3rd June CODRINGTON made
7 trips to Dunkirk, 5 being to the beaches, and brought home a total of about 6175 troops.
Although several times attacked by aircraft and on several occasions under gun fire from shore batteries,
CODRINGTON was not hit and suffered no damage.
Recommendations.
OFFICERS:
Lieutenant Arthur Alan Whitshed Pollard, R.N.
In charge of CODRINGTON's beach parties on each occasion of embarking troops from La Panne and Bray.
Performed this duty, often under fire and in trying and difficult circumstances, with great skill, setting an excellent example to his men.
Recommended for decoration.
Lieutenant-Commander Peter Charles Oswald Moseley, R.N.
Carried out his duties as Navigating Officer with conspicuous skill and ability under conditions of exceptional difficulty.

Lieutenant-Commander Hugh Charles Bainbridge Coleridge, D.S.O.,
R.N.
As executive officer of the ship organised and led the ship's company throughout the period. He showed an excellent example of continuous cheerful leadership.

Mr. Bernard Evelyn Chitty. Commissioned Gunner (T), R.N.
Displayed excellent seamanship and leadership in charge of boats evacuating troops from La Panne and
Bray beaches often under fire. This was often carried out under adverse weather conditions calling for skill and endurance.
Recommended for decoration.
RATINGS:
The Beach parties and boats' crews performed arduous services under fire and under trying physical conditions.
The efficiency of the A/A guns' crews prevented the ship being damaged in the numerous air attacks.
The conduct of the whole ship's company was excellent throughout, and the good spirit with which all concerned accepted the filling of all the living spaces with troops, with consequent litter, not to say dirt, was cemarkable. Everyone did his best at all

times and the only time when spirits and energy began to flag was when continuous lack of sleep had greatly reduced the vitality of everyone. A rest quickly restored efficiency.

H.M.S. ESK. - Lieutenant-Commander Richard John Hullis Couch, R.N.
ESK made 6 trips, 3 being to Bray beach, during the period 28th May - 3rd June, and brought to Dover about
4500 troops. On the 31st May, off Bray, she was forced, by shell fire from shore batteries, to move westward along the beach, ESK being holed in several places and having one oil fuel tank pierced. She was also subjected to bombing attacks on passage back to Dover, but avoided damage by the use of speed and zig-zagging. On the 1st June she again avoided damage off the entrance to Dunkirk by circling at
20 knots and when attacked later whilst taking survivors off
S.S. SCOTIA she drove off two bombers by the fire of 'B' and
'X' guns.

For judicious handling of his ship during air attack and whilst rescuing about 4500 troops from

EXPRESS made 6 trips, 2 to the beaches and 4 to Dunkirk pier, bringing home a total of about 3,500 troops, experiencing two heavy dive bombing attacks and bombardment by shore batteries on several occasions. In the first bomb attack she destroyed one aircraft and damaged another.

Lieutenant Commander Denis Worth Deane, R.N.
As Navigating Officer carried out his duties most ably, frequently under fire and was of the greatest assistance in keeping the ship's reckoning under most difficult conditions and in charting the routes and ever-increasing number of wrecks.

(Killed when ship was torpedoed)
GRAFTON embarked 277 troops during the night of 27th
May, landing them at Dover 1100/28 after which she returned to Bray beach. Leaving Bray just after midnight with 850
troops on board, she was hit by 2 torpedoes fired by a
M.T.B. at 0250, while lying stopped picking up survivors from a sunken ship.
The stern of the ship abaft the after magazine bulkhead was blown off and the ship's back appeared to be broken.
An hour later, the ship rolling heavily in a rising sea, the troops were transferred to S.S. MALINES and then all the ship's company that could be spared. The remainder transferred later to IVANHOE when GRAFTON was slowly sinking.

GREYHOUND made 3 trips, 2 to the beaches and 1 to
Dunkirk pier, landing about 1,200 men in England, apart
Bi from wounded. On the 3rd trip, whilst embarking troops from La Panne beach, an attack was made by bombers and
2 near misses damaged the engine room and No.3 boiler room, splinters killing 20 and wounding 70.
GREYHOUND withdrew to Dover to land the wounded, leaving her boats to continue ferrying troops from shore to ship, often under fire and bombing.
