Dear Sir, I submitted the matter to my Directors who very much appreciate the suggestion, but to comply therewith they naturally would have to depend upon the reports from the individual Masters concerned and they feel that a very difficult position might be created. It would be invidious they consider, to make recommendations on what must be hearsay evidence and they would much prefer that anything done should be on the information possessed by the Authorities in the ports where our vessels particularly served.
