The case is of Captain Llewellyn Vaughan Morgan, C.B.E., have already been decorated for "Dynamo" Staff work at Dover;
the correct appointment for his services being C.B.E., which he already is. Officers were added to the Staff at Dover for the conduct of this operation and Captain Morgan as Chief
Staff Officer had to weld together these additional Officers with the Naval Staff. This he succeeded in doing, so that they became a team, working perfectly together without pause by day and night throughout ten days. His energy, tact and leadership were essential to success.
The Committee have no doubt therefore that he has earned a further decoration. As his services were not in action, he cannot be immediately appointed a C.B. or D.S.O.; he could, however, be made a C.B. in the New Year's Honours List, and it is submitted that Vice-Admiral, Dover should be informed of the difficulties and invited to include Captain Morgan's name in his next half yearly recommendations. It might then be hoped that a C.B. at the New Year would be available for him. In the meantime it is submitted that he be awarded a
Mention in Despatches
The third difficult case is that of Captain The
Honourable Lionel Oliver Lambart, D.S.O., Royal Navy, (Retired),
Captain Lambart was in command of H.M.S. GRIVE when between
1400/30 May and 1300/1 June she made three round journeys between Dover and Dunkirk, bringing home 1,400 Troops and wounded Sailors from the Beaches (in her own boats), Harbour and Pier and HAVANT, who was on fire. She entered the Harbour during a very severe air raid and was heavily bombed at the
Pier. On his third return to Dover, Captain Lambart put
Lieutenant West, an Officer of over sixty, ashore as he had handled his ship so well and "had earned a rest. " He himself was sixty-seven but would not rest. He told whomere his crew/that Equally he would cross again at once; so, as soon as they had taken in stores, they sailed a fourth time. She was near the further shore when she was blown to bits and Captain Lambart lost his life. The Committee had no doubt that for Captain Lambart's gallantry a Posthumous Mention in Despatches would be a poor

award. But after scrupulous debate they reluctantly agreed that this was not quite a case for the Victoria Cross, the only posthumous decoration that might be correct. Captain Lambart's courage, spirit and devotion to duty were exemplary; but, though he would doubtless gladly have done so, he was not knowingly incurring a risk of almost certain death. The Committee however are anxious that some signal honour should be paid to the memory of so gallant an Officer, and they therefore submit that, as in the case of Captain Kennedy of "RAWALPINDI", a special letter should be written to his widow. The draft of such a letter is attached. It is, then, submitted that Captain Lambart be awarded a
Mention in Despatches (Posthumous)
and that a letter of appreciation should be sent to his widow.
It is understood that V.A. Dover wared not propose a V.C. in This case.
The Committee, while satisfied that the names on List B
were put forward by Vice-Admiral Dover for very good reasons, regret that they do not feel justified in submitting that these
Officers and Men should be Mentioned in Despatches, and they have somewhat reduced the number of Mentions in List A; their sole motive is the avoidance of what might appear to be an excessive number of awards for this Operation.

I agree with Second Sea Lord that the Awards
Committee have had a very difficult time and I think their proposals are very satisfactory and reasonable.
I do not think the numbers of proposed
Decorations and "Mention in Despatches" are in any way excessive considering the large numbers of officers and men who took part in the Dunkirk Withdrawal. I entirely endorse the Second Sea Lord's remarks as to the devotion to duty and the spirit of the officers and men who took part in this operation.
I find some difficulty in agreeing to the recommendation of Second Sea Lord that Admiral Somerville should receive a Bar to his D.S.O.
In the remarks at
"A" of Mr. Gleadowe's minute it is stated that Captain
Morgan is not entitled to a C.B. or D.S.O. as his services were not in action. Hence, I think it would be unfair to
Captain Morgan to only Mention him in Despatches and to give Admiral Somerville a bar to his D.S.O.. In fact, as Captain Morgan is not eligible for a C.B. or D.S.O.
I do not consider that Admiral Somerville is e ligible for a bar to his D.S.O.
I propose, therefore, that Admiral Somerville should be Mentioned in Despatches and that the action proposed regarding recommending Captain Morgan for a C.B.
in the New Year's Honours List should be approved.
I entirely agree with the action proposed as regards Captain Lambart.

ADMIRALTY MEMORANDUM ON IMMEDIATE AND OPERATIONAL AWARDS

Request for Special Allowance of Decorations for Dunkirk.
(The above subject has been placed, as Item 1 (b), on the Agenda for the meeting of the Committee at 5 p.m. on
Thursday, 18th July, at the Treasury.)
With reference to Memorandum H.W.106 of 9th July, paragraph 2, I am afraid that we shall have to ask for some special provision of decorations for the Dunkirk withdrawal over and above the one thousand decorations allowed by scale to the
Royal Navy afloat for the first ten months of the War.
Apart from those already published for Dunkirk, decorations Gazetted for the Royal Navy since the outbreak of
War amount to 765, and there is no doubt that adequate recognition of operations, other than the Dunkirk thdrawal, carried out in the last two months will absorb most, if not all, of the balance of our ten months' allowance.
Recommendations for the Dunkirk operations have now been carefully considered. In view of their quality it is not surprising that of a total of 19,000 the names of no less than
935 have been brought to notice as having done better than might have been expected even of good men. Of these 935, 47
have already been awarded decorations, and it is intended that some 300 more should be decorated. The list has been carefully scrutinised in detail with a view to reduction on the basis of further. a very high standard, and it cannot fairly be reduced any
We are accordingly faced with an immediate deficit of some 350 decorations.
You will remember that in their Memorandum of
20th November 1939 the Admiralty accepted for sea-going Ships the scale of one decoration for every 250 Officers and Men for every six months of warfare, but asked for additional awards decorations for services in such operations should be taken our scale for special Operations. The decision that was accepted by the Admiralty with veluctancelendliowsiving, and it was understood that, should at time the necessity for an additional allowance arise, an appeal should be made to the Committee.

Majesty's Ships took part in it; some of these were sunk, and many others damaged. The total number of vessels that went across was nearly a thousand. A large number of the proposed decorations would go to Officers and Men of the Royal Navy, taken for the occasion from service ashore, who are not part of the 150, for whom the scale allowance provides, and to Seamen not in the Royal
Navy. As these latter were for the time being under Naval discipline they would be given Naval decorations.
It may be relevant to mention that the total number of decorations awarded for the short action at Zeebrugge in the last
War was 222, or more than two months scale allowance for the whole seagoing Fleet today. The force employed was 82 Officers and
1698 Men, less than one tenth of that which saved the Armies from
Dunkirk.
I need not say that the Admiralty have no intention of lowering the standard for decorations in this war. It is in fact steadily rising. I am in receipt of your letter dated 2nd January, 1941, and upon investigation, I find that in Commander J.W.D. Powell's report on the evacuation of troops from Dunkirk, dated 5th June, 1940, he mentions in one part, Skipper G.W. Smith, R.N.R. No as being in command of H.M.D.
"TREE KINGS", and in another Skipper A.V. Long, R.N.R., and I can only conclude that at the time, Skipper Long's name was submitted for decoration in error.
2.
