I agree with Second Sea Lord that the Awards
Committee have had a very difficult time and I think their proposals are very satisfactory and reasonable.
I do not think the numbers of proposed
Decorations and "Mention in Despatches" are in any way excessive considering the large numbers of officers and men who took part in the Dunkirk Withdrawal. I entirely endorse the Second Sea Lord's remarks as to the devotion to duty and the spirit of the officers and men who took part in this operation.
I find some difficulty in agreeing to the recommendation of Second Sea Lord that Admiral Somerville should receive a Bar to his D.S.O.
In the remarks at
"A" of Mr. Gleadowe's minute it is stated that Captain
Morgan is not entitled to a C.B. or D.S.O. as his services were not in action. Hence, I think it would be unfair to
Captain Morgan to only Mention him in Despatches and to give Admiral Somerville a bar to his D.S.O.. In fact, as Captain Morgan is not eligible for a C.B. or D.S.O.
I do not consider that Admiral Somerville is e ligible for a bar to his D.S.O.
I propose, therefore, that Admiral Somerville should be Mentioned in Despatches and that the action proposed regarding recommending Captain Morgan for a C.B.
in the New Year's Honours List should be approved.
I entirely agree with the action proposed as regards Captain Lambart.
