June the Master of the "Manxman" requested to be allowed to return to his ship. He had been relieved the previous day with some of his crew, for a rest. He assured me that his crew would be alright and confirmed this later. She was due to sail at 2210. At 2235 as she had not sailed I made enquiries as to why she had not done so and was informed that she was short of three greasers and the Second Officer. The Master said he was prepared to sail without the Second Officer but the Chief Engineer was not ready to sail without his greasers. I got in touch with the Shipping Federation who promptly supplied some other officers but by then it was too late to sail her. I placed an armed guard on board and sent her to anchor in the harbour.
