The Honours and Awards Committee met this morning to consider on receipt the attached recommendations from th
Flag Officer Commanding, Dover, for immediate recognition for services in the evacuation of the Allied Armies from
Dunkerque, and submit the following Awards as appropriate for publication in the London Gazette as soon as approved.
The Committee suggest that the Gazette notice should make it quite clear that this is only a short preliminary list of Awards for this operation, and that further recognition will be awarded and published as soon as possible.

Her Gyro compass was put out of action, and owing to the
D/G cable being damaged, her magnetic compass was rendered practically useless. Although the D/G cable was repaired, her compass was unreliable the rest of the operation.
By P.M. 30th, all hands were utterly exhausted, but a night's rest and a day in harbour, while repairs were effected, "gave them a new lease of life."
The Commanding Officer, in his narrative, points out that SABRE'S engines are 22 years old, and were submerged and full of salt water for 48 hours after a collision in
October 1939. To avoid bombs and shell fire, it was necessary to make most exacting demands on the engines.
In every case the response was immediate, all that could be desired, and far greater than could reasonably be expected.

These 19 drifters had been employed on 10 days'
DYNAMO. Throughout DYNAMO, they worked with marked of zeal particularly at the post of honour in the inner harbour, and conspicuous success, rainly at Dunkirk Harbour, and where the shelling was most severe. All did well in a varying degree and were responsible for lifting to safety some 10,000 Allied troops.
The following officers and men have been selected for special recognition of their gallant services.

Skipper A. Buchan, his own ship being under repair, volunteered immediately for any service, with the remark that he would do anything for his country.
He was given charge of a tow of Liege lake boats. He subsequently took command of the drifter YORKSHIRE LASS
embarking soldiers under fire.
His endurance and determination when injured, clad in rags and completely exhausted, were of the highest order. He was finally ordered to the sick list. It is considered that Skipper Buchan's behaviour was exceptional.

Shell damaged and unseated the boiler, blew steam pipe trunks, wrecked the feed pump, filling the engine room with steam and hot water, flooding the bilges, choking pumps with ashes. Engineman
Kennedy' 8 devotion to duty and determination ultimately enabled the ship to steam once more with careful nursing. At all times his conduct was exemplary in circumstances of great danger.

This barge was one of a number sent up from Portsmouth and completed 2 trips to Dunkirk, being heavily bombed and machine-gunned on the way over and back. In addition, she was shelled from the shore batteries.

Displayed exceptional initiative, leadership and gallantry under fire as coxswain in working an inexperienced crew of Ordinary Seamen, thereby enabling the PATRIA to embark over 1,000 troops off
Bray beach. Subsequently in HAIG further large numbers of men from the Malo beaches, Haggar going ashore in a small boat on several occasions taking charge and marshalling the troops. He also worked the A.A. Lewis gun on board with such skill that
Messerschmitt attacks were repulsed.
Recommended that this remarkable rating should be

This ship completed four trips to Dunkirk, and in addition, three trips prior to Operation Dynamo to Calais and Boulogne. A very large number of troops were brought back to England. Ship continually being bombed by aircraft. In one trip the crew discharged a large number of petrol cans, containing water, on to the jetty at
Dunkirk.

Recommendation.

Frederick William John Rushy.
This boy, whose age is only sixteen, was on duty as Captain's telegraph boy, stood at his post in an exposed position during incessant air attack. As the Master stated "His quiet courage is an example to all". After ship was berthed, instead of proceeding below for rest, he proceeded to a position where he was fully exposed, reloading the pans with ammunition for the Lewis and Bren guns. His one thought appeared to be to make himself as useful as possible.

This ship, throughout the operation, did seven trips to Dunkirk, and throughout the operation was continually either being bombed, or fired at from the shore. On the last trip the ship was actually hit by a bomb and holed near the waterline, but reached her destination safely.

Be pleased to lay before Their Lordships the following report and enclosures containing my recommendations of personnel who took part in Operation Dynamo, namely the evacuation of the Allied Armies from Dunkirk and neighbouring beaches between the 26th May and 4th June, 1940.
2.
The special features of this Operation were the air attacks on ships and embarkation points, unparalleled for duration and intensity.
Unlike a naval engagement, the majority of ships and vessels operated over a prolonged period, having to return again and again to face most difficult conditions of navigation and strong enemy activity. These conditions demanded a high degree of physical and mental endurance, apart from courage and determination in the face of enemy action.

The roll of officers and men considered to be deserving of special recognition for their services in this
Operation has been divided into two parts - List "A" and List
'B'.
List 'A' comprises those recommended for decoration, for advancement, or for mention.
List 'B' contains recommendations for mention only.
The reason for making a sub-division is that I believe the total number of officers and men recommended is somewhat high, judged by normal standards of naval actions in the past, but at the same time, I should not be doing justice to the deeds of officers and men on this occasion if I did not bring to notice all those whose services I consider to be thoroughly deserving of recognition.
List 'B', therefore, has been formed by taking from the original single list:-
(1) a large number of officers who are undoubtedly deserving of recognition, but whose presence in
List "A" would make the proportion of officers to men on that list considerably greater than Admiralty policy hitherto has directed. Some of these officers, were the whole truth known, would undoubtedly fully merit decoration. As it is, this still leaves the proportion of officers to men on
List 'A' at 1 to 2.

The efficiency of the A/A guns' crews prevented the ship being damaged in the numerous air attacks.
The conduct of the whole ship's company was excellent throughout, and the good spirit with which all concerned accepted the filling of all the living spaces with troops, with consequent litter, not to say dirt, was emarkable aid his best at all

MALCOLM made 8 trips during the period 28th May - 4th
June, one being to the beaches, the remainder to Dunkirk pier, and brought home a total of about 6,400 troops.
MALCOLM was considerably shaken by near misses of bombs and to have kept going to and from Dunkirk daily, except for one night and a day when ordered by Vice Admiral Dover to take a much needed rest, reflects the greatest credit on all officers and men.

Displayed great efficiency in organising the ship for the embarkation and stowage of troops. Although he had so recently joined the ship he obtained the confidence and co-operation of the ship's company.
Boarded S.S. CLAN MACALISTER and displayed gallantry in extinguishing the fire on board which, at the time, it seemed must explode her ammunition storage.
He also rallied CLAN MACALISTER's crew.

Showed great ability in navigating between Dunkirk and Dover; on two occasions took the ship alongside at Dunkirk when Captain (D) mistrusted his own judgment and eyesight in the dark owing to fatigue.
Also boarded S.S. CLAN MACALISTER and assisted to extinguish the fire.
Appeared oblivious of any personal danger and positively seemed to enjoy estimating where bombs would hit, wholeheartedly watching them fall.
Recommended for decoration.
Lieutenant Ronald John Robertson, R.A.N.
Admirable organisation and control of signal department. Rendered great assistance to his
Commanding Officer, conducting himself with great coolness on the bridge when under fire.

Mr. Arthur George Scoggins, Warrant Engineer.
Ran his department with great ability in conditions of great difficulty and some peril. The ship had been much shaken by previous bombing as well as that at Dunkirk, causing leaky steam joints, failure of evaporating plant, etc. SO that the average temperature of the Engine Room was between 140° and
150°. In spite of this, no mistakes were made when manoeuvring, though this temperature enormously increased the fatigue of the Engine Room personnel.
After previously warning one of the shortage of distilled water, kept the ship running till last possible moment (rescue feed-tank and 2 boilers run down).

N.M.S. SABRE - Commander Brian Dean. R.N. (decorated D.S.O. for this operation London Gazette 7th June, 1940).
During the period 27th May 4th June, this old
Destroyer made 10 trips to the beaches, the record number of trips for any class of vessel taking part in the operation, and brought back a total of 5,000 troops.
On emerging from Dunkirk harbour, 29th May, SABRE
found some men struggling in the water. Having no boats -
they had left with the First Lieutenant working with other vessels off the beach. the ship was manoeuvred alongside each man in turn. Throughout that operation she was repeatedly attacked by dive bombers, but sustained no damage.
Later in the day she was severely shaken by near misses.
30th May, she came under fire from shore batteries, receiving several hits on the bridge and superstructure.
Her Gyro compass was put out of action, and Owing to the
D/G cable being damaged, her magnetic compass was rendered practically useless. Although the D/G cable was repaired, her compass was unreliable the rest of the operation.
By P.M. 30th, all hands were utterly exhausted, but a night's rest and a day in harbour, while repairs were effected, "gave them a new lease of life."
The Commanding Officer, in his narrative, points out that SABRE'S engines are 22 years old, and were submerged and full of salt water for 48 hours after a collision in
October 1939. To avoid bombs and shell fire, it was necessary to make most exacting demands on the engines.
In every case the response was immediate, all that could be desired, and far greater than could reasonably be expected.

Thoroughly reliable in all emergencies. Also did well in charge of boats, embarking the maximum number of troops in the minimum time. Was always one of the first to sight aircraft and was quick to get the guns on to them, and so to keep the aircraft at a respectful distance.

Midshipman Edward Folmer Archdale. R.N.
Was of great assistance in identifying aircraft, and in keeping a record of the ship's movements often when under fire, when he was invariably cool and unruffled.

These 19 drifters had been employed on 10 days'
continuous service in connection with the Calais operation and on patrol immediately prior to the commencement of
DYNAMO. Throughout DYNAMO, they worked with marked zeal and conspicuous success, rainly at Dunkirk Harbour, and particularly at the post of honour in the inner harbour, where the shelling was most severe. All did well in a varying degree and were responsible for lifting to safety some 10,000 Allied troops.
The following officers and men have been selected for special recognition of their gallant services.

Skipper A. Buchan, his own ship being under repair, volunteered immediately for any service, with the remark that he would do anything for his country.
He was given charge of a tow of Liege lake boats. He subsequently took command of the drifter YORKSHIRE LASS

His endurance and determination when injured, clad in rags and completely exhausted, were of the highest order. He was finally ordered to the sick list. It is considered that Skipper Buchan's behaviour was exceptional.

Skipper H. Holden is commended for service in action when in command of MIDAS. This Officer's conduct and leadership were of the highest order.

Shell damaged and unseated the boiler, blew steam pipe trunks, wrecked the feed pump, filling the engine room with steam and hot water, flooding the bilges, choking pumps with ashes. Engineman
Kennedy's devotion to duty and determination ultimately enabled the ship to steam once more with careful nursing. At all times his conduct was exemplary in circumstances of great danger.
