On reading F.O.C.Dover's report quoted in the letter from the Governor of the Isle of Man, the Admiralty shared the view of the Governor and no award was made to "Manxman" at the time (Gasette 16.8.40). Early in January however the abbed X.
Admirality received from the Ministry of Shipping a copy of a letter addressed to the Ministry, on 31st December 194.0, by the Mercantile Marine Service Association. In the light of this letter it appeared that an injustice might have been done, possibly through misunderstanding on the part of the Sea Transport Officer, and F. O.C. Dover was asked to abbed T.

His reply exonerated Captain Cowley and he was avarded a
Mention in Despatches and sent a letter informing him of this and expressing regret at the misunderstanding. A certificate of his Mention WD.S also sent to him.

The Beach parties and boats' crews performed arduous services under fire and under trying physical conditions.
The efficiency of the A/A guns' crews prevented the ship being damaged in the numerous air attacks.
The conduct of the whole ship's company was excellent throughout, and the good spirit with which all concerned accepted the filling of all the living spaces with troops, with consequent litter, not to say dirt, was emarkable aid his best at all

Completed 6 trips to the Beaches and Dunkirk, lifting in all a total of over 4,300 troops. Whilst off the beaches embarking troops from her own boats, she was attacked and dive-bombed by enemy aircraft. In addition,
Danc bombing attacks were made on her whilst in the Dunkirk
Roads and in Dunkirk Harbour.

Throughout the operation displayed great zeal, initiative and great devotion to duty under extremely trying circumstances. By his able seamanship and avoiding actions whilst under way, no real damage was sustained by this ship.

Leading Seaman Walter George Harold Last, P/JX.132139.
Whilst in a whaler working off the beach, showed great gallantry whilst under fire and in a considerable tideway dived overboard and rescued survivors from the
KING ORRY and thereafter continued showing seamanship
Drun in preventing capsize of whaler on beach and rescuing survivors.

Took charge of motor boat after ship had left;
showed great gallantry in continuing to carry out

embarkation of troops whilst under fire.

For untiring zeal and devotion to duty in evacuating troops at Dunkirk and also embarking troops from beaches in a cutter.

"M" DRIFTERS attached to H.M.S. WATCHFUL - Lieutenant Alexander Harper-

Thirteen Drifters were used in the operation, taking troops from Dunkirk Harbour and off the beaches. They were continually being bombed and also shelled by shore batteries. Three ships of the flotilla were put out of action by near misses. The remainder all received superficial damage from splinters and concussion.

Skipper George Hattan, W.S. 3022. R.N.R.-REED.
Showed great determination and devotion to duty in the handling of his Drifter whilst off the beaches, enabling a large number of troops to be evacuated.

After his Drifter had broken down due to near miss from shell-fire, showed great devotion to duty and determination in trying to maintain steam in face of continuous bombing and shell-fire.
