A note about image and OCR quality

Though addressed to Naval ontrol Service Officer it was obvious that much work and rganisation was required from Naval Officer-in-Charge; and ersonal contact was made with Captain W.R. Phillimore, Royal lawy, at the earliest opportunity. Rough details were planned and it was agreed that the inimum number of craft to be allocated to the Naval Control Service for communications to the Downs should be: 3 Tugs, 3 Drifters and 3 fast Motor-boats. In point of fact only 2 Drifters were then available, but this diminution of considered necessities was accepted in view of the urgency of thesituation. Stress has been laid on the importance of sufficient and efficient sea communications for the reason that during an Air-raid warning "Red", outward W/T and R/T is reduced to the minimum, if indeed "Silence" is not imposed, and the difficulties in a long line of communications proportionately increased.
