Dear Commander Garrett,
I am writing you a line in order to confirm the procedure which we agreed would be followed in regard to the vessels disposed of on the completion of "Operation Dynamo".

(See Admiralty Signal D.O.D.2321/1), and they will later be re-allocated for service for local defence. From our telephone conversation it was agreed that when these vessels are so re-allocated, you would notify me of their re-allocation as and when this is done, in order that our records may be kept up to date as some further action will be necessary on our part, with the owners, immediately.
I may add that it is a lso understood that these vessels will be kept distinct from the lists you are going to send me of vessels taken up by your various officers who have gone out to take up vessels as and from Sunday last, for
"Local Defence".
