Dear Gleadowe,
We have had under consideration the action that should be taken to recognise the assistance that was given by the Masters of the very large number of ships that helped in the Dunkirk movement. We have sent to some 90 Masters a letter (copy enclosed) and we propose to send similar letters to the Masters of the smaller craft as soon as we receive confirmation that they did useful service.
It has also been suggested that the owners of the boats concerned, particularly the smaller ones, might be authorised to inscribe on the boats the words
"Dunkirk 1940". We shall have difficulty in tracing the owners of all the boats that were used, but we propose, subject to any views which the Admiralty may have on the matter, to publish the fact that we have authorised the inscription on the boats of the words "Dunkirk 1940", and that if owners of other craft engaged in the Dunkirk movement wish to place this inscription on the boat they should apply to us for authority to do so, giving Pull particulars of the service rendered by the boat.
