Captain William Raigersfeld Phillimore, R.N. (Retd.).
Throughout the operation this officer was in sole
charge of the Base Organisation at Ramsgate and
Margate which quickly assumed very large proportions.
He worked ceaselessly day and night and his foresight,
coupled with excellent powers of judgment, enabled
small craft to be brought rapidly into service and
mtaintained throughout, thus enabling a large number
of troops to be successfully evacuated from the
beaches in small craft which had a direct bearing
on the enterprise as a whole. His leadership and
example were an inspiration to all.

Captain Eric Fitzgerald Wharton, R.N. (Retd. (Lent from
Admiralty S.V.P.)
For outstanding zeal and devotion to duty while
in charge of all small craft taking part in the
operation from Ramsgate. This officer, lent from
Admiralty Small Vessels Pool, took charge of and
directed all small craft - rowing boats, cutters,
whalers, barges and motor-boats. He spent
consistently long hours at the East Pier throughout,
coping successfully with as mixed a collection of
craft as were ever gathered together.

For outstanding zeal and devotion to duty in
carrying out the functions of my office during a
trying week, remaining on duty consistently long hours
throughout. Dealt with all Naval casualties and
burials, with large numbers of delivery crews,
volunteers, merchant seamen, civilian yacht and
boatowners and with all Officers who took part.
He produced personally all operational orders and
sailing orders for a vast number of craft, and
improvised maps of Dunkirk Harbour Quays, which he
reproduced on the duplicator and issued to the
vessels taking part.
