With reference to your signal 1140/21 and further to my report 0.2/1697/40 of the 15th June, I submit for your consideration that Lieut. A. B. Turner, R.N.V.R., the Group
Officer, has reported to me that it is impossible to distinguish between individual officers and ratings and that all behaved magnificently.
In the circumstances, may I submit that a certain number of Awards be allocated to this Group to be balloted for.
