Clearly & considerable time may elapse between the
arrival at an anchorage of ships carrying refugees and their
complete disembarkation. The reception areas chosen may not
be in the vicinity of the anchorage in which the ships are
waiting, or the refugees may have to be dispersed to several
areas. The Admiralty proposal for directing refugee ships to
a
Belfast, the Clyde, and in moderate numbers to Poole has been
accepted by the Aliens Advisory Committee as being the best
arrangement possible at short notice in the absence of any
clear indication where in the event the refugees will be received.

The first stage of Admiralty responsibility finishes
with the action described in paragraph 4. The first stage of
Home Office responsibility begins on disembarkation of the
refugees. A serious hiatus is left, which will have to be
bridged somewhat as described in paragraph 9.
