It is quite impossible to indicate the size of the
problem. Obviously it may be big. It is foreseen that great
delay will be imposed on the refugee ships in the anchorages to
which they first proceed, and on the various Authorities which
will be concerned in their supervision. The extent of this
delay will be governed wholly by the development of Home Office
plans for dealing with the refugees. These plans are, it seems
clear, still in the embryo stage. It is difficult to see how
they can be carried to the stage of detail until consultation
with the Dutch and Belgian Governments has taken place. The
Home Office is taking up with the Foreign Office the necessity
for conversations which should be designed to secure, inter alia,
that
(a) it is understood that ships will not be allowed to
sail to the nearest convenient North Sea Port, but
will be directed to an anchorage distant 3 or 4 days
steaming.
(b) the number of refugees permitted to embark in each
ship is based on consideration of (a);
(c) at least 7 days victuals for all onboard is
embarked in each ship before sailing;
(a) control is established at the docks to enforce
the provisions referred to at (b) and (c).
