We have been as quick as we can with your Dunkirk recommendations, and the First Lord's Humble Duty form or is now with the King. There are one or two difficult cases which call for a special letter to you.
The first is that of Vice Admiral Somerville, who by is already a Knight Commander of the Bath and a Companion of the Distinguished Service Order. For his services in the Dunkirk operation the only possible Honour would be appointment as a Knight Commander of the British

Empire. Such an appointment of one who is already a
K.C.B. would be unusual, and perhaps hardly appropriate.
For this reason, feeling sure that he and you will understand the difficulty, it has been approved that Vice
Admiral Somerville should be awarded a Mention in Despatches.
The second difficult case is that of Captain Llewellyn
Vaughan Morgan, your Chief of Staff. His case is harder still, especially as some officers have already been decorated for Dynamo's staff work at Dover. The correct appointment for his services would be that of Commander of lyn the British Empire, which he already has. It is fully realised by Their Lordships that the ability, energy, tact and leadership of Captain Morgan were essential to the success of this operation, and there is no doubt that he has earned further Decoration. As his services were not in action he cannot immediately be appointed a Companion of the Bath or of the Distinguished Service Order. He could, however, be made a Companion of the Bath in the New Year

The case of Captain Llewellyn Vaughan Morgan, C.B.E.,
M.V.O., D.S.C., is harder still, especially as some Officers have already been decorated for "Dynamo" Staff work at Dover;
a the correct appointment for his services being C.B.E., which he already is. Officers were added to the Staff at Dover for the conduct of this operation and Captain Morgan as Chief
Staff Officer had to weld together these additional Officers with the Naval Staff. This he succeeded in doing, so that they became a team, working perfectly together without pause by day and night throughout ten days. His energy, tact and leadership were essential to success.
The Committee have no doubt therefore that he has earned a further decoration. As his services were not in action.
he cannot be immediately appointed a C.B. or D.S.O.; he could, however, be made a C.B. in the New Year's Honours List, and it is submitted that Vice-Admiral, Dover should be informed of the difficulties and invited to include Captain Morgan's name in his next half yearly recommendations. It might then be hoped that a C.B. at the New Year would be available for him. In the meantime it is submitted that he be awarded a

Bureau, I am commanded by My Lords Commissioners of the award of a posthumous Mention in Despatches to the Admiralty to inform you that the King approved your son, the late Sub. Lieutenant Humphreys, R.N.,
"for good services in the withdrawal of the Allied
Armies from the beaches at Dunkirk". This award was published in the Second Supplement to the London
Gazette of Friday, 16th August, 1940, Number 34925, p.5068, of which I enclose a copy.

On reading F.O.C.Dover's report quoted in the letter from the Governor of the Isle of Man, the Admiralty shared the view of the Governor and no award was made to "Manxman" at the time (Gasette 16.8.40). Early in January however the abbed X.
Admirality received from the Ministry of Shipping a copy of a letter addressed to the Ministry, on 31st December 194.0, by the Mercantile Marine Service Association. In the light of this letter it appeared that an injustice might have been done, possibly through misunderstanding on the part of the Sea Transport Officer, and F. O.C. Dover was asked to abbed T.
enquire and report.

His reply exonerated Captain Cowley and he was avarded a
Mention in Despatches and sent a letter informing him of this and expressing regret at the misunderstanding. A certificate of his Mention WD.S also sent to him.
For come months the mistake cost Cantain Cowley not only his employment but also his reputation. It is hoped that
Lord Granville will now use his great influence in the Isle of Man to help restore Captain Cowley's good name.

Operation "DYNAMO" - Work of Personnel Vessels.
I have deemed it desirable, in drawing up my report on Operation DYNAMO, namely the evacuation of the Allied
Armies from Dunkirk between 26th May and 4th June, to deal separately with the work carried out by the "Personnel" vessels
(or transports) in order that copies may be sent to other authorities concerned, without the necessity for sending them the full report.
2. The work of these vessels has accordingly been summarised in the accompanying report, which it is requested may be placed before Their Lordships for their information.
3. I have already transmitted (Dover Letter 4th June,
1940 - No.B.23/862/40) a brief list of personnel recommended for immediate award or decoration (which His Majesty has been pleased to accept), and I will forward a further list at a later date when time has permitted a full examination of all the reports.
