This carrier did two trips, and on the second trip she was heavily bombed and damaged. No further trips were made owing to this damage.

Showed great courage in climbing down ship's ladder whilst under way to try and rescue an airman. Unable to do so as ship was then attacked by bombs, cannon and machine guns. Airman was later picked up in another ship.

PERSONNEL SHIP - KING GEORGE V. - Robert Mallum McLean, Master.
This vessel was employed on fetching troops.
Proceeded to Dunkirk Harbour during the operation and brought back a very large number of troops. This was done continuously under severe bombing and machine gunning, which was a very great strain on the Master and crew of the ship, as in addition they had to proceed each time to recoal at Sheerness.

This ship proceeded to Dunkirk on the 31st May and proceeded to the beaches, where she was heavily bombed by enemy planes. After having been there for a matter of four hours, lying off the beaches, the Master proceeded to put the ship on the beach in order to facilitiate the loading of troops.

This ship completed four trips to Dunkirk, and in addition, three trips prior to Operation Dynamo to Calais and Boulogne. A very large number of troops were brought back to England. Ship continually being bombed by aircraft. In one trip the crew discharged a large number of petrol cans, containing water, on to the jetty at
Dunkirk.

Frederick William John Rushy.
This boy, whose age is only sixteen, was on duty as Captain's telegraph boy, stood at his post in an exposed position during incessant air attack. As the Master stated "His quiet courage is an example to all". After ship was berthed, instead of proceeding below for rest, he proceeded to a position where he was fully exposed, reloading the pans with ammunition for the Lewis and Bren guns. His one thought appeared to be to make himself as useful as possible.

Showed courage and gallantry without any regard to his own safety, having been wounded, thus enabling the ship to get alongside without further damage. This officer refused to give up after he had been wounded and carried on, although obviously in pain.

Ship did five trips. After the third trip, crew were demoralised, but fifteen hands remained. A new Captain was provided and naval officer and ratings put on as stiffeners. Whilst in Dunkirk the ship was continuously under fire, both from guns and from planes.

The new Captain thoroughly recommends the crew who remained, and in particular the Chief Officer.

Throughout the operation this officer was in sole

charge of the Base Organisation at Ramsgate and
Margate which quickly assumed very large proportions.
He worked ceaselessly day and night and his foresight, coupled with excellent powers of judgment, enabled small craft to be brought rapidly into service and mtaintained throughout, thus enabling a large number of troops to be successfully evacuated from the beaches in small craft which had a direct bearing on the enterprise as a whole. His leadership and example were an inspiration to all.

For outstanding zeal and devotion to duty while in charge of all small craft taking part in the operation from Ramsgate. This officer, lent from
Admiralty Small Vessels Pool, took charge of and directed all small craft - rowing boats, cutters, whalers, barges and motor-boats. He spent consistently long hours at the East Pier throughout, coping successfully with as mixed a collection of craft as were ever gathered together.

For outstanding zeal and devotion to duty in carrying out the functions of my office during a trying week, remaining on duty consistently long hours throughout. He produced personally all operational orders and sailing orders for a vast number of craft, and improvised maps of Dunkirk Harbour Quays, which he reproduced on the duplicator and issued to the vessels taking part.

Since the outbreak of hostilities he has borne the brunt of all the difficult problems of organising Contraband Control and Naval Officer's in Charge Offices, during which time he never spared himself working long hours and proving an invaluable adviser on all Merchant Shipping and Mercantile problems as well as an able Secretary.

For outstanding zeal and devotion to duty as
Maintenance Officer in MERRIE ENGLAND Barracks.
Throughout the operation he met successfully all the many demands made upon his department. He accommodated and detailed all ratings lent, turned part of the building into a casualty clearing station, ran snack bars and clothing depots with the aid of local residents, returned Naval casualties and survivors in large numbers without hitch to their depots and successfully competed with each new aspect of the situation.

This young officer, normally Assistant Secretary in my office, was sent to Margate to prepare and take charge of a temporary office instituted for the officer sent to take charge there. Throughout the whole time he remained on duty with only odd hours snatched for sleep and meals, maintaining his office with a complete record of Naval personnel landed there, arranging burials, accommodation, transport, casualties, stores and provisions, all of which he successfully coped with despite his limited experience.

For outstanding zeal and devotion to duty in his attention to casualties and survivors both personally and through his Sick Berth Staff. This officer worked continuously or the Pier at Ramsgate and many times went out into the anchorages to vessels waiting to come alongside. He got away all casualties with utmost promptitude and worked in conjunction most successfully with the Military Medical Officers.

For outstanding zeal and devotion to duty in his attention to the fuelling and re-servicing all craft, through his department, at both Margate and Ramsgate.
A very large number of mechanically propelled craft were used and all had to be re-fuelled after their various trips, at all hours of the day and night.
That there was no hitch in these arrangements throughout, is testimony to the effectiveness of his organisation. 170 vessels were actually repaired during the operation.

This wren is the Secretary's personal assistant and she remained on duty night after night with very little sleep, attending to typing, duplicating and issuing of operational and sailing orders besides, during the day, performing her ordinary routine duties. NAVAL MEDICAL PARTIES.
Naval Medical Officers and ratings were drafted from
H.M.S. PEMBROKE for work in Dunkirk harbour and in the larger personnel vessels on the 29th of May and 4th June.
The work carried out by the whole party was most valuable and efficient, consisting as it did of treating casualties, and operating where possible under exciting and adverse circumstances calling for initiative and improvisation.
It happened that the Medical party sent to personnel vessels voyaged in those whose civilian crews were showing signs of loss of morale, there being a disagreeable air of apprehension amongst the ship's companies. These Medical parties in the midst of their preparations did their utmost to instil better feeling amongst the officers and men of these vessels. Their conduct in all cases was in accordance with the highest traditions of the Serivce and their profession.

With his party worked on Dunkirk Mole, in the

Be pleased to lay before Their Lordships the following report and enclosures containing my recommendations of personnel who took part in Operation Dynamo, namely the evacuation of the Allied Armies from Dunkirk and neighbouring beaches between the 26th May and 4th June, 1940.
2.
The special features of this Operation were the air attacks on ships and embarkation points, unparalleled for duration and intensity.
Unlike a naval engagement, the majority of ships and vessels operated over a prolonged period, having to return again and again to face most difficult conditions of navigation and strong enemy activity. These conditions demanded a high degree of physical and mental endurance, apart from courage and determination in the face of enemy action.

The roll of officers and men considered to be deserving of special recognition for their services in this
Operation has been divided into two parts - List "A" and List
'B'.
List 'A' comprises those recommended for decoration, for advancement, or for mention.
List 'B' contains recommendations for mention only.
The reason for making a sub-division is that I believe the total number of officers and men recommended is somewhat high, judged by normal standards of naval actions in the past, but at the same time, I should not be doing justice to the deeds of officers and men on this occasion if I did not bring to notice all those whose services I consider to be thoroughly deserving of recognition.
List 'B', therefore, has been formed by taking from the original single list:-
(1) a large number of officers who are undoubtedly deserving of recognition, but whose presence in
List "A" would make the proportion of officers to men on that list considerably greater than Admiralty policy hitherto has directed. Some of these officers, were the whole truth known, would undoubtedly fully merit decoration. As it is, this still leaves the proportion of officers to men on
List 'A' at 1 to 2.

Were it not for the general practice of strictly limiting decorations and "mentions" in Naval operations, this artificial division of the roll into Lists 'A' and 'B' would not have been undertaken, and it is hoped that Their Lordships will see fit to adopt the recommendations for List 'B' as if it were part of List "A".

It is true to say that every officer and man mentioned in List 'A' compiled from a close study of more than
350 separate written reports, earned recognition for gallant service time and time again during the Operation. In compiling the list, normal standards for judging conduct in face of the enemy have had to be set aside and to gain a place in List 'A', instances of gallantry had to be accompanied by other meritorious service, such as conspicuous endurance and unremitting devotion to duty over a prolonged period, and/or exceptional display of initiative and judgment.
Similarly, the majority of those individuals recommended for "mention" would, in any normal operation or engagement have been justifiably recommended for, and awarded, a decoration.

The number of officers and men (including military and civilian volunteers) directly employed afloat, ashore on the Flanders coast, or controlling, directing or serving in the base organisations supporting the Operation, is estimated at 19,000; of these more than 1,700 were officers.
List "A" contains the names of -
224 officers,
446 men.
Of these, recommendations are made for:-
315 for decoration,
345 for mention,
10 for advancement.
List "B" contains the namesof -
100 officers,
103 men, all of whom are recommended for mention.
Having regard to the unique conditions of service attached to this Operation, the proportion of officers and men recommended for recognition out of the total number involved is considered to be fair, and in fact, to be low.
Admiralty Letter C.W. (undated, but about 15th June)
was received too late for its contents to be brought to the notice of Commanding Officers concerned, but I suggest, in any case, that its terms are hardly applicable to an Operation of this nature in which there were so many deeds of daring, whose representation/

This ship completed 5 trips, doing very quick turn rounds and bringing back just on 3,000 troops from the beaches and Dunkirk. Large number of attacks from the air, but avoiding action was taken and no bombs hit the ship, although there were several near misses putting all compass, wireless and steering gear out of action and causing abnormal vibrations in the turbines.

Had been on the sick list and came back to the ship before being passed fit, and during the operation had to have 24 hours stand off. Whilst in the ship, showed great initiative and determination in face of a number of bombing attacks, and by his able seamanship prevented ship from being severely damaged.

Lieutenant Ronald de Leighton Brook, R.N.
Was First Lieutenant of the ship, and during trips to Dunkirk was in command. During that period, took off 1,160 troops from the beaches. Throughout this time he showed great initiative and determination. He also showed great seamanlike qualities in getting troops off the beaches and proceeding into Dunkirk during a very difficult period, due to wrecks and bombing attacks.
