Dear Gleadowe,
We have had under consideration the action that should be taken to recognise the assistance that was given by the Masters of the very large number of ships that helped in the Dunkirk movement. We have sent to some 90 Masters a letter (copy enclosed) and we propose to send similar letters to the Masters of the smaller craft as soon as we receive confirmation that they did useful service.
It has also been suggested that the owners of the boats concerned, particularly the smaller ones, might be authorised to inscribe on the boats the words
"Dunkirk 1940". We shall have difficulty in tracing the owners of all the boats that were used, but we propose, subject to any views which the Admiralty may have on the matter, to publish the fact that we have authorised the inscription on the boats of the words "Dunkirk 1940", and that if owners of other craft engaged in the Dunkirk movement wish to place this inscription on the boat they should apply to us for authority to do so, giving Pull particulars of the service rendered by the boat.

As regards Messrs. Everard's two sailing ships these would be dealt with under any general decision covering small craft.
There are some 700 of these in question. As regards a certain number, which cannot be estimated at present, it will be possible to establish who was in charge as Master, but it will not be easy to obtain corroboration of the fact that they performed useful service on the beaches. The small craft were in some cases taken over to Dunkirk by personnel who had no normal connection with the craft.
There are other evacuations now to be considered:
Cycle (from Havre and St. Valery)
Aerial (from all ports St. Malo to La Rochelle).
These have not, of course, attracted the same attention as the Dunkirk movement, but some small craft performed fine service in Cycle in the face of aerial attack and shelling.
It is submitted that the policy should be only to send letters in the case of small craft where good service is established by corroborative evidence.
As regards the issue of a plaque or pennon, the letters, if framed, form a very effective mark of recognition.
A possibility is to authorise the owners of the craft to have inserted in a suitable place on board
"Dunkirk, 1940". This corresponds to battle honours on
H.M. ships, but it is only allowed on these ships for cases approved by the Board of Admiralty. We might suggest to owners of all vessels, including small craft
(irrespective of the personnel on board), that if they wish they may have this inscription on their vessels, after obtaining the approval of the Minister.

Tyne-Tees Steam Shipping Company's vessels who took part in the evacuation of Dunkirk, a rather curious position has arisen.
The Captains of our ships in three instances have been changed since the date named and are now masters of other vessels. The letters are of great value to the
Officers concerned. We have had them framed with the object of hanging them in the particular ships, but the actual master of the vessel not being now on these ships, does not have possession of the letter although it has been read over to him.

I regret to report that the vessel has sustained damage during the voyage.
The ballast injection has been stove in, and I
suspect further damage along the port bilge and plates may have been set in. On the port side in NO.4 hatch, the tween deck stringer plate is buckled and several frames and beam knees bent.

There is also a dent on the starboard bow.
This damage was sustained in evacuating troops from a French port.
un arrival, I was asked by the S.N.O. to put the vessel in the locks without tugs, pilot, or boatmen, in a strong tide, as embarkation in the stream was proceeding slowly, one destroyer being damaged and out of action, and the French people would not assist. 1 realised that some damage would result but felt justified in taking action in the circumstances.
In entering the locks, our stern was set down by the tide, and came heavily against the lock knuckle, and I
had to force our bow against the opposite side in order to ease off our stern.
I embarked 3,000 troops and a few refugee women and children, and intended to lay in the lock until slack water, but I was informed that a formation of fifty enemy bombers were approaching and so considered it advisable to get clear of the lock, which I expected would be attacked.
1 secured the assistance of a small motor tug, but it was not sufficiently powerful, and, when we came astern out of the lock, the tide caught the quarter, and set us down on the bank outside, which was of hard sand and shingle. 1
was unable to come out at full speed, owing to a bank off the entrance and it being near-low water; I had no pilot.

Gentlemen,
In confirmation of telephone conversation of yesterday, we arrived here p.m. on 19th with storeroom absolutely denuded, many of the troops had had no food for 36 hours, and a few had a small amount of iron rations with them, so I pooled all our food and theirs and made a stew and tea, and enclose a receipt from the U/C troops for food consumed. Dunstons the suppliers here have been very speedy and helpful and yesterday I got enough stores on board to last us six weeks. I am arranging for Deck and Engine stores left in Falmouth to be forwarded here.
1 should like to place on record the splendid way in which every single member of the crew cooperated in embarking and looking after about 3,500 troops, the men worked right through without a murmur and have had practically no food on the run home.

ie Tugowner shall not, whilst towing, bear or be liable for damage of any description done by or to the tug, or done by or to the Hirer's vessel, or for loss of or amage to anything on board the Hirer's vessel, or for loss of the tug or the Hirer's vessel, or for any personal injury or loss of life, arising from any cause, including negligence at any time of the Tugowners' servants or agents, unseaworthiness, unfitness or breakdown of tug, its machinery, boilers, towing gear, equipment or hawsers, lack of fuel, stores or speed, or otherwise, and the Hirer shall pay for all loss or damage and personal injury or loss of life and shall also indemnify the Tugowner against all consequences thereof, and the Tugowner shall not, whilst at the request expressed or implied of the Hirer rendering any service other than towing be held responsible for any damage done to the Hirer's vessel and the Hirers shall indemnify the Tugowner against any claim by a third party (other than a member of the crew of the tug) for personal injury or loss of life, Provided that any such liability for loss or damage as above set out is not caused by want of reasonable care on the part of the Tugowner to make his tugs seaworthy for the navigation of the tugs during the towing or other services—

The Hirer shall not bear or be liable for any loss or damage of any description done by or to the tug otherwise than whilst towing as herein defined, or for loss of life or injury to the crew of the tug. Nevertheless, nothing contained herein shall prejudice any claim the Tugowner may have in Admiralty or at Common Law against the Hirer.
5.
The Tugowner may substitute one tug for another and may sub-let the work, wholly or in part, to other Tugowners who shall also have the benefit of and be bound by these Conditions.
6.
The Tugowner will not be responsible for the consequences of War, Strikes, Lock-outs, Riots, Civil Commotions, Disputes or Labour Disturbances (whether they be parties thereto or not) or anything done in contemplation or furtherance thereof, or delays of any description, however caused, including negligence of their servants or agents,

Operation "DYNAMO" - Work of Personnel Vessels.
PERSONNEL VESSELS.
Twenty-nine personnel vessels were used during operation "Dynamo"; a list is given in the enclosure.
of these, seven were sunk, five so damaged by bombing or gunfire as to render them unfit for further use during the operation, and two were damaged in collision.
Of these ships the following, namely MONA'S QUEEN,
BIARRITZ, CANTERBURY, QUEEN OF THE CHANNEL, MAID OF ORLEANS,
AUTO CARRIER and ARCHANGEL; ST. HELIER and KING GEORGE V, had been engaged prior to Dynamo, in operations at Dunkirk,
Boulogne and Calais, and had completed the following trips:

2. There was no doubt that the Captains and crews of these ships were feeling the strain when operation Dynamo started. After completing two round trips to Dunkirk harbour in operation Dynamo the Master of the CANTERBURY stated on the
28th that he would not take his ship to sea for a third trip.
The P.S.T.O. went on board and explained the gravity of the situation and ordered him to sail at 2230, but discovered some of the crew had been given leave. The P.S.T.O. therefore put an officer and some seamen and stokers on board to augment and stiffen the crew. The ship sailed at 0930/29, but was bombed and damaged on her return voyage from Dunkirk, and after landing troops did not take any further part in the operation.
3. After completing one round trip the Captain of the
St. SEIRIOL refused to sail, and accordingly one officer, an armed guard and 7 stokers were put on board at 1000 on the 29th.
The Captain was placed under open arrest and the ship sailed at
1100. On her return voyage the ship was bombed and damaged and did not sail again.
4.
The TYNWALD transported 7534 troops in 5 voyages; she should have completed 6 voyages. When due to commence her fourth voyage at 1945/1, she refused to sail and did not sail again until 1945/2.
On a written enquiry from the S.T.O., Folkestone, on the 2nd June, whether or not the ship would sail for Dunkirk if required, the Master, W. Qualbrough, replied by letter as follows:
"Dear Sir,
Your letter received. I had a signal from the master of the MALINES last night to say him and the master of the BEN MY CHREE had considered it apt R.
hopeless to proceed to Dunkirk. Our crews have been continually on their feet all the week and especially the deck officers who have had to be on their feet for 30 long. I myself have had 4. hours rest for th week and am at present physically unfit for another trip like what we have had. If it is absolutely necessary to go I will abide with the masters of the other ships decision.

In the meantime, relief crews had been sent for for the TYNWALD and an armed naval guard was placed alongside at Folkestone where the ship lay. The crew did not attempt to leave the ship but contented themselves with shouting abuses at the sentries, Relief crews arrived and the old crew were then allowed to leave. Complete listsof their names and addresses were taken and given to the S.T.O., Folkestone. Those who stayed of the old crew were the Chief Officer as Master,
Second Officer, Purser, W/T Operator and Carpenter.
A naval officer and 10 naval ratings were put on board as moral stiffeners and the ship sailed at 1945/2. She completed a round trip which was repeated next day without incident.
5. MANX MAID. Never completed a trip; she should have sailed on 3 separate occasions. On the last occasion, at
1745/2, she produced an engine breakdown as excuse; was given up as hopeless and other ships made use of instead.
On the afternoon of 3rd June, when it was realised that MANX MAID was not going to be used, the majority of the crew, in response to an appeal by the S.T.O., Dover, volunteered to replace men in other personnel vessels who had left their duty. 18 seamen and firemen were accepted and sailed to
Dunkirk in LADY OF MANN, and others were drafted to MANX MAN
who, however, did not sail.
6. BEN MY CHREE. Transported 408 troops in 2 trips; she should have completed 4. The master was evidently in league with the masters of the TYNWALD and the MALINES. On failing to sail during the night 1/2nd June, in reply to a written
58mg enquiry from the S.T.O., Folkestone, whether or not he would sail, George Woods, Master, replied in writing - "I beg to state

remaining; she started a trip but failed to make Dunkirk. On return, the original Captain rejoined with some of the original crew. She should then have sailed at 2010/3, but the Captain reported 3 engineers short at the last minute. It was not considered necessary to wait for the engineers and the Master and crew disembarked and the new crew provided for the second time. Before further use could be made of her, however, the evacuation terminated.
9. The MONA'S QUEEN was sunk by a mine on her second voyage to Dunkirk, and the FENELLA was bombed and sunk on her first voyage.
10. The MALINES who had completed two trips, refused to sail on the 1st, left Dover at 1600 on the 2nd without orders and was subsequently found to have proceeded to Southampton.
11. It was felt that trouble might occur in the ST.HELIER
and PRINCESS MAUD, and accordingly a naval party was put on board to supplement the ships crews, and in consequence no trouble occurred.
12. The outstanding ships were the MAID OF ORLEANS 6 trips, one being diverted without completing the trip, and once returning due to collision. ROYAL DAFFODIL 7 trips, on one of which she was turned back by a French destroyer -

You have perhaps seen in to-day's Press that I have written letters to the Masters of ships engaged in the recent operations off Dunkirk and Calais in order to express to them the Government's high appreciation of the courage and endurance displayed.
I have written to Chief Officer E. Irvine of the "Firth Fisher"
and asked him to convey the Government's appreciation to the surviving members of the ship's company, but I feel I cannot let the occasion pass without writing to you to express my profound sympathy in the great loss which you have suffered in the death of your husband, Captain J.O.Roberts in this action.
I hope you will be able to draw comfort from the thought that he was killed in action in the face of the enemy doing his duty to his country and his comrades.

The following letter has been sent by the Minister of Shipping to the masters of 91 ships of the Merchant Navy which took part in the evacuation of Allied troops from Dunkirk:-
"17th June, 1940.
I write on behalf of the Government to convey to you and to the members of your Ship's Company the gratitude and admiration felt for the help freely given and the courage and endurance displayed by you all in the evacuation from Dunkirk,
This operation, in which the Merchant Navy joined as partner of the fighting services, was carried to a successful conclusion in the face of difficulties never before experienced in war.
I am proud to pay tribute to your share and that of your Ship's
Company in a great and humane adventure destined to occupy a place of honour in the pages of history.

Of the 91 ships, 57 were passenger and store ships, and 34 were tugs.
In addition to these, the Ministry of Shipping has the names of over 600
smaller craft which went to take part in the operation, and the list is not yet complete.

We would mention that the four ships to whose Masters you have addressed letters were the only ones taking part in the evacuation, so that there is no omission. The name of the BEAL's Captain was Liley, not "Miley", and we have therefore corrected the spelling of the Captain's name in this instance.
If we may be allowed to say so, all our Officers and
Crews feel very proud that they were able to take part with their small vessels in the evacuation from Dunkirk.

19th June, and we are very pleased to note that the Minister of Shipping has seen fit to recognise the services of the
Ships "Levenwood" and "Corinia" during the evacuation from
Dunkirk.
This letter will be very much appreciated by the
Captain, Officers, Engineers and Crews of these vessels.
The "Corinia" being only managed for Chartering purposes by this Company, we have taken the liberty of sending your letter on to The Northwest Shipping Co., Ltd., the
Workington, who will no doubt prefer to forward this to their
Master direct.
