Dear Sir,
We beg to acknowledge receipt of your letter of the
19th instant, and the letter you have been kind enough to enclose for Captain C. G. West, O.B.E., who is in command of our S.S.
"NEPHRITE" will be handed over in due course. As you are aware, this steamer is still running under Government requisition, and it may therefore be a few days before we can pass on your communication.
With regard to the second paragraph of your letter, the S.S.
"NEPHRITE" was the only one of our vessels that actively assisted in the evacuation from Dunkirk, but in addition, our S.S. "PETWORTH"
was diverted from her regular trade and we understand, in accordance with orders, stood by at Dover in case she was required.
Yours faithfully,
Is

DUNKIRK EVACUATION.
Proposed award to boats that took part.
Please see the attached suggestion in a recent letter to the "Times" that all the ships and boats that took part in the evacuation of Dunkirk should be given some tangible token of their participation. This might take the form of a plaque with of simple inscription which could be screwed to the woodwork.
The idea seems to me to be a good one, and if you concur it might be put forward for consideration, by the
Admiralty and the Ministry of Shipping.

MINISTRY OF SHIPPING
TUESDAY, 11TH JUNE, 1940
45. Mr. Ellis Smith asked the Prime Minister whether he will consider awarding a special British medal to all men and women who went to the assistance of Belgium by land, air and sea and who also took part in the Dunkirk evacuation; and, if so, whether the medal will be presented to British, French and Belgian allied men?
THE LORD PRIVY SEAL (MR. ATTLEE):
The question of instituting a British medal for war service will be considered in due course. Awards of decorations and medals for gallantry and for good service are already made from time to time and special services rendered since the invasion of
Belgium will be dealt with in accordance with the usual practice.
Mr. Glenvil Hall: Will the Government see that this time the decorations always go to the men who have done the fighting, and not to those behind the lines?
MR. ATTLEE: I will bear my hon. Friend's point in mind.
Mr. Loftus: Would my right hon. Friend consider allowing the small ships concerned to fly a special flag in commemoration of their action?

NISTRY OF SHIPPING.
WEDNESDAY, 12TH JUNE, 1940
28. Sir Henry Morris-Jones asked the Prime Minister whether a record is being kept of the names of those who served in the evacuation of Dunkirk, apart from those in the three
Services, and particularly of the men on board the small ships of our Merchant Navy; and whether it is intended that a commemorative medal, or other token of recognition, is to be given to those who took part in this episode?
THE LORD PRIVY SEAL (MR. ATLEE): I am informed that a record has been kept of all those who were regularly entered for this operation. It has not, however, been possible to keep a complete record of the many names of those who so gallantly gave their services independently of those entered. In reply to the last part of the Question, I
would refer my hon. Friend to the answer which I gave yesterday to my hon. Friend the Member for Stoke-on-Trent
(Mr. E. Smith).
Sir H. Morris-Jones: In view of the special character of the work done by these men and of the fact that they were volunteers, in a sphere of work to which many of them were not accustomed, would my right hon. Friend consider issuing in the future some kind of recognition, either in the form of a medal or of something else?
Mr. E. Smith: When considering this Question, will my right hon.
Friend bear in mind that the men who have come home speak in the highest possible terms of the bargemen, fishermen and others who worked so strenuously, without any regard for their own lives, and who, as a result, were largely instrumental in saving many thousands of lives?
MR. ATLEE: Certainly, that will be borne in mind.

We must risk that and err on the side of sending too many letters rather than too few, if we are to undertake the task at all.

If a letter does go it will have to be differently phrased in any case, but according to the footnote she was ordered to

2. An alternative course would be to prepare an official list of all craft that took part and authorise all craft on that list to fly some special burgee or pennon in the same way as they might fly a Yacht Club burgee. Pieces of cloth would of course be less permanent than metal or wooden plaques, but since the craft would only be authorised to fly them,
(i.e. they would have to obtain them at their own expense) they could readily be renewed.

4. In Document 30, Messrs. Everard claim that we should send letters to the Masters of their two sailing vessels abandoned on the beach at Dunkirk.
Would you please confirm that these vessels are entitled to this recognition?
5. These sailing vessels raise a further question. If different treatment were to be accorded to the larger and to the smaller vessels, there would obviously be many borderline cases who might be dissatisfied. It seems therefore desirable to treat all classes of vessels alike. This would mean - (a) that all the small craft would have to have a letter similar to those already sent and (b) in addition, that if any other method of recognition were decided upon, this would have also to be given to those vessels who had already received the letter.

We are informed by the Superintendent of the Ministry of

Dear Carter,
I should be very grateful for your help in making the following inquiry, assuming there is no objection to it.
We have been asked by our Spanish company to try and trace the relatives of their English secretary, Miss Emmerson. The Emmersons were a British family resident in Antwerp, who endeavoured to get to England when Belgium was invaded.
It has been ascertained from the Harbour Master at Ostend, that these people left Ostend in either the S.S. "Marquis" or the S.S. "Duchess" on 27th May, 1940.
Nothing more has been heard of them by Miss Emmerson. The first inquiry seems to be to ascertain if these ships (or either of them) on 27th May 1940, reached an English port, and if so which port.
If you could help to obtain this information, it would be very kind of you.
Please forgive my troubling you, but I do not know how to set about this inquiry otherwise.
With kind regards.
Yours sincerely,
